A home ownership certificate, commonly known as a property certificate, is a certificate of legal ownership of a house issued by the property management department at or above the county level to the owner of the house, and is a legally valid document that protects the ownership of the house in accordance with the law. Ⅰ.Required information and finishing
1, home buyers need to provide information: ID cards of both spouses, household register (husband and wife are not in the same household register to provide a marriage certificate), the original and copies of the purchase contract, house payment receipts. Buyers should bring the above information to the General Department of Yongsheng Real Estate.
2. Yongsheng Real Estate will provide the purchaser with the following information: housing increase/decrease change form, commodity house transfer registration application form, commodity house transfer settlement letter, power of attorney, ID card of the legal representative and the delegate (copy), business licence of the enterprise legal person (copy), deed tax application form. Note: The above information, except for the deed tax application form, should be stamped with the official seal and corporate seal].
3. Yongsheng Real Estate will fill in the commodity house transfer settlement for the purchaser, and the purchaser will bring the house payment receipt, the house purchase contract and the commodity house transfer settlement to the Finance Department to issue the house purchase invoice, and the General Department will fill in the relevant forms for the purchaser.
4、After the invoice is issued, additional copies are printed.
5、Yongsheng Real Estate will estimate the cost of the property certificate for the purchaser. At this point, the preliminary information has basically been prepared, and then the purchaser will bring all the above information, both original and photocopies, to the Housing Authority, where Yongsheng Real Estate will assist in the process.
Ⅱ. To the Housing Authority to apply for the transfer of housing ownership registration and other related procedures
1、Purchasers go to the Housing Authority's Housing Survey and Mapping Centre to collect the title drawings (or have them taken by Yongsheng Real Estate on their behalf) and stamp them with the official seal of the Survey and Mapping Centre and then go to the Housing Authority's Property Transaction Centre.
2、The purchaser will submit the drawings and the information carried to the transfer registration window of the Real Estate Registration and Trade Centre, and after the staff has examined and approved them, the purchaser and the couple will sign and confirm with their fingerprints.
3, is the first time to buy a house and the purchase area of less than 144 square meters of home buyers, bring the information provided by the staff of the property transaction centre to the archives to open the first time to buy a house certificate; [Note: meet the above two conditions of home buyers can enjoy a 50% reduction in the deed tax preferential policy].
4、After the certificate of first-time home purchase is issued, the purchaser will submit the deed tax application form to the approval window of the transaction centre to be stamped with the approval seal of the Housing Authority; so far, the information required for the payment of deed tax has been completed, and the purchaser will carry a copy of the purchase contract, the identity card of both spouses, the household register (or marriage certificate), the invoice of the house, the public housing certificate of the building where the house and the attached building are located, and the certificate of first-time home purchase and the deed tax application form stamped with the official seal to the deed tax collection office of the County Finance Bureau to pay the deed tax.
Ⅲ. Payment of Deed Tax
1、The purchaser will submit the information brought by the Housing Authority to the Deed Tax Collection Office of the Finance Bureau, and the staff will issue a deposit slip for the payment of deed tax after examining and confirming that it is correct.
2、The purchaser will bring the deposit slip to the Agricultural Bank to pay the deed tax and return the bank slip to the deed tax collection office.
3、The staff will issue a deed tax invoice for the purchaser, and the purchaser will return to the Housing Authority with the deed tax invoice and proof of tax payment.
Ⅳ. Apply for the house ownership certificate
1、Turn the deed tax invoice and tax-paid certificate back to the transfer registration window of the property registration and transaction centre, where the staff will review and enter the information.
2、After the transfer registration window has finished entering the information to confirm that it is correct, the material will be submitted to the review window for re-examination and confirmation.
3、After the review window has confirmed that there are no errors, the material is handed over to the approval window for approval, and after the approval is completed, the purchaser goes to the fee room to pay the required fees.
4、After the fees are paid, the issuing window will print the home ownership certificate for the purchaser
5、The homebuyer signs and confirms on the certificate collection form.
